C'mon, Agitation is perfectly enough in itself - hell if it isn't a coordinated team dedicated to deny hooks, you don't even need that much.The problem with Boil Over isn't that it is being buffed, it is that the buff is so situational that the value you get from it is either extremely good or absolutely nothing. Play the game normally and Boil Over will basically make no difference. So in that case, it is still a bad perk.
