My theory is it has to be that an NPC TELLS you to go to the Festival/Kill Radhan. This is just a Theory though, a gam- okay stop. The clown character you interact with to initiate the Radahn fight will be blocking the lift to the beach. Once you beat Radahn and exhaust the clown’s dialogue, then the festival ends and you can teleport back in with enemies. You have to go around the castle Instead of teleport.

When Im going from the back of the castle into it, the door which usually would lead you inside the castle is locked and I cant even interact. #2.
