Bungie has not ever claimed that afaik. The list of exotics on the app for that days sector aren’t meant to say that “4 exotics shown in the website / app mean 25% of one of them dropping.”. RNG and all that, but I've been keeping a log of drops and preliminarily it looks like the drop rate is something like 10 to 15% with a bias towards certain (older) exotics regardless of whether you are doing a master or legendary lost sector.
