So I recently started playing skyrim again and am trying to work through some of the DLC's, but I've hit a brick wall with the quest Lost to the Ages. Reading the book that is supposed to start the quest doesn't work, the journal is not on the ghost lady's body, and I can't force the quest along with any console commands (I tried all of the ones Google gave me).

I ended up smithing Dwarven Arrows and quickly got my smithing level to 100. atherial crown allows you to have two standing stones but takes helmet slot.
