Lockpicking is a sleight of hand check. (Edit!!! See this comment) Like all checks in D&D 5e (and therefore BG3), it is your d20 roll + modifiers versus the DC (difficulty class) of the check. DC should not be confused with the Larian 'target'. More specifically, your sleight of hand modifier is the modifier used.

That's how it is in tabletop - but in BG3, Sleight of Hand is used as a stand in for proficiency with Thieves Tools. Reading around the web, it seems like doing the same thing is fairly common in tabletop as well, so perhaps that's why Larian did it - or perhaps they just haven't gotten all the skills and feats implemented yet =D
